The establishment programme is a support in the form of activities and education for certain newly arrived immigrants. The aim is for you to learn Swedish, find a job, and become self-sufficient as quickly as possible.

What is the establishment programme?

It is a programme that consists of activities adapted to your needs in combination with you actively looking for work. The aim is for you to learn Swedish, find a job, and become self-sufficient as quickly as possible.

Who can take part in the programme?

You can take part in the establishment programme if you are over 20 but under 66 years of age and have recently been granted a residence permit as a refugee, person with subsidiary protection status or family member.

What you can do in the programme

You and an employment officer plan what activities suit you best to be able to learn Swedish and find a job as quickly as possible. Here are some examples of activities:

  • language training if you do not have basic skills in Swedish, Swedish for Immigrants (SFI)
  • social orientation course
  • courses at different levels if you need to develop or build on your skills
  • work experience placement
  • support when you are looking for work
  • help and guidance if you are considering starting your own business
  • validation.

When we meet, you tell us what work experience you have, what education you have, what your interests are, and what your ambitions are. It is important for us to know if there is anything relating to your health or your social situation that might affect your possibilities to take part in activities and take a job. We try to adapt the activities in the programme so that they are suitable for people with particular needs. When this has been done, we begin drawing up your plan together. You can see your plan in your smartphone and have all your support collected in one place. We keep track of how things are progressing for you and give you the support you need.

The scope of the programme

The programme is normally full-time. If you are on part-time parental leave or work part-time, or are not able to work full-time because of illness or a disability, it is possible for you to take part in the programme part-time.

Participation in the programme is naturally voluntary but if you join the programme you must be active and follow the plan that we have agreed on together.

If you have a health issue or a disability, you can get extra support

Let us know if you have a health issue or disability that affects your ability to take part in the activities. We will then together with you look at what assistance you need to be able to take part in the activities.

If you need individually adapted measures, you can get support from us. You can get both useful tools that help you when you are looking for work and help to come in contact with employers.

Here are some examples of different situations that might affect your ability to work or study.

  • You have vision problems; for example, you have difficulty recognising people from a distance or reading fine print.
  • If you have problems with your hearing, for example difficulty hearing conversations or hear disturbing noises and sounds in your ears.
  • If you feel uncomfortable, for example experience stress, depression or sleeping problems, or have difficulty concentrating, remembering or learning.
  • If you have pain in your body that makes it difficult for you to sit, stand, walk or use your arms and hands.
  • If you have difficulties in the family, for example addiction, sick relatives or experience domestic violence.

When you receive this support, you are taking part in a programme. You can then apply for benefit from Försäkringskassan. Here, you will find out more about how to apply for the benefit and what rules apply when you take part in one of our programmes.

When you take part in a programme

Compulsory education – if you only have a short period of education

If you have never attended school before, have only attended primary school or have not studied at the same level as the Swedish upper secondary school, you may be subject to compulsory education. If this is the case, you will need to apply to a Municipal Adult Education or a general course at a Folk High School.

You must submit an activity report every month. This is important for us to be able to give you the right support on your way to work or education and for you to receive your benefit from Försäkringskassan.

What happens when I get a job?

If you get a full-time job while you are participating in the establishment programme, you will exit the programme.

What happens if I still cannot get a job?

If you have not found a job after your time in the establishment programme, other options are available. You can then take part in the job and development guarantee programme or the job guarantee programme for young people.

How long can I take part in the establishment programme?

You can take part in the establishment programme until you

  • start working full-time
  • go on full-time parental leave
  • are unable to work for more than one month due to illness and the programme cannot be adapted.

You can take part in the establishment programme for a total of 24 months. Bear in mind that you can only take part in the programme within a period of 36 months counted from when you received your personal identity number.

What happens if I fall sick or go on parental leave?

If you are sick for a long period, we try to adapt the content of your programme so that you can still take part. You are discharged from the programme

  • if you are unable to work for more than one month due to illness and the programme cannot be adapted
  • if you go on full-time parental leave.

You can return to the programme provided that no longer than 36 months have passed since you received your personal identity number.

Am I insured?

You are covered by personal injury and group life insurance when you take part in the establishment programme. Your employer can also receive compensation from the state in the instance that you damage company property.

Can I lose my place on the programme?

You can lose your place on the programme if you do not follow the rules or are disruptive. You can also lose your place if your residence permit changes and if you no longer belong to the target audience for the program.

Can I re-join the programme after employment or training?

You can return to the programme if you have worked provided that no longer than 36 months have passed since you received your personal identity number.

You can receive compensation for travel expenses

If you take part in a programme or course somewhere other than where you live, you can receive payment for the cost of travel and accommodation.
