Job and development guarantee
The job and development guarantee (jobb- och utvecklingsgarantin) is a programme for people who have been unemployed for a long time and need help to get back to working life. We give you support in order to break your unemployment.
What is the job and development guarantee?
The job and development guarantee is a programme consisting of efforts and support tailored to you, combined with you actively seeking job opportunities.

Conditions for participation
You can participate in the job and development guarantee if you have been unemployed for a long time and are registered as a jobseeker with us. You must also meet one of the following conditions:
- you have received unemployment benefits for 200 or 300 days but do not meet an income requirement. You can participate in the programme when you have 22 or fewer benefit days remaining from the unemployment insurance fund
- you are single with children under the age of 18, employed part-time and have used 60 weeks or 14 months of unemployment benefits. You can be offered the programme when you have used 56 weeks or 13 months
- you have been unemployed and or participated in a programme during the last 14 consecutive months
- you have participated in the introduction programme for the maximum period
- you have participated in the job guarantee for young people for 15 months
- you have been sentenced to prison and granted a stay outside of prison, or you are on voluntary parole but have not completed a full year of the probationary period.
Arbetsförmedlingen decides whether you will be accepted into the programme.
When participating in the programme
If you are accepted into the programme, you will work with an employment officer to develop a plan to help you find a job as quickly as possible. The programme starts on the day that we draw up the plan together, at the earliest. You can receive support from an interpreter if needed.
A few examples of initiatives:
- work experience
- occupational rehabilitation
- employment training
- support and advice if you are considering starting your own business
- education at a municipal adult education (komvux) facility, folk high school (folkhögskola) or college
- matching services.
We monitor your progress and give you the support you need.
When you participate in the job and development guarantee, it is also possible for an employer to employ you with a new start job or an introductory job.
We may prompt you to study
Many employers need manpower but have difficulty finding people with the right education. You may need to study to get one of the jobs available, and we may encourage you to study
Extra support for those with ill health or disabilities
If your health or disability affects your ability to participate in activities, please let us know. We will then investigate with you what support you need in order to participate.
Important to know when participating
When participating in a programme you can apply for compensation from the Swedish Social Insurance Agency.
If you have not previously received unemployment benefits from the unemployment insurance fund, the number of compensation days in the programme is limited to 450. You continue to participate in the programme even after your compensation days run out.

For example, you must report sick on the first day you are ill to retain your compensation during sick leave, report your activities every month, and comply with other terms.
Extent of the programme
The programme is normally full-time. If you are unable to work full-time due to illness or disability, you can participate on a part-time basis. You can also participate in the job and development guarantee if you
- work part-time
- are on part-time parental leave
- study part-time.
You cannot take holiday when you are participating in the job and development guarantee, but we can grant you leave in special cases for a maximum of three days. It is also possible to take a temporary break from the programme for a maximum of 20 days during a twelve-month period. You must apply for leave or a temporary break and have your application approved by us before you take leave. How long can I participate?
You can participate in the job and development guarantee until
- you start working full-time
- you start studying full-time
- you start taking full-time parental leave
- you fall ill on a full-time basis for more than one month and the programme cannot be adapted
- the month before you reach the age of guarantee pension
- you are unable to participate, and the obstacle is approved by Arbetsförmedlingen
- you are assessed as meeting the terms for receiving 100, 200 or 300 days of compensation from the unemployment insurance fund. Read about what is required to receive compensation from the unemployment insurance fund.
How to return to the programme
If you have been absent from the programme due to sick leave, parental leave, studies, impediments, or work, and are then unemployed again, you can return to the programme. You must not have been absent for more than one year, and for certain studies no more than three years. In the case of being absent due to work, there is no time limit for returning to the programme.
If you have been removed from the programme due to an income requirement that can give you 100 benefit days from the unemployment insurance fund, you may return when you have used up all your benefit days.
To participate in the programme again, you need to log in with your electronic identification on My pages (Mina sidor) and inform us that you want to participate. We will then contact you. It is important that you answer when we call. Your programme can start again at the earliest on the same day that we draw a plan together. If you do not have an electronic identification, you can call us instead.
