An agreement between you, us and your home municipality for you to study at upper secondary level at Komvux or People’s High School (folkhögskola).


You can acquire upper secondary school competence with an education contract, utbildningskontrakt, at Komvux or People’s High School (folkhögskola). In the long run, this increases your chances of getting a job. The education contract is an agreement between you, us and your home municipality. You can combine your studies with a job, work experience or other part-time programmes.

You can have an education contract until you reach the age of 25 or until you finish your upper secondary education.

For whom

An education contract is for those who need to acquire upper secondary school competence. You need to be registered as a job seeker with us. You also need to satisfy the following conditions:

  • age 20 − 24
  • you do not have complete upper secondary education
  • you are not participating in etableringsprogrammet
  • you live in a municipality (kommun) where there is an agreement on cooperation between the Public Employment Service and the municipality.

How it works

Contact us or the Study and Careers Adviser of your municipality to learn more about education contracts. We then assess whether an education contract is a good way to increase your chances of getting a job.

Financial support

If you are studying half-time or more, you can apply for a study grant from the Swedish Board of Student Finance (Centrala Studiestödsnämnden, CSN). If you combine your studies with a job, you will of course be paid for the time you work. If you are in a work experience placement or some other programme, you may be entitled to aktivitetsstöd or utvecklingsersättning, which is paid by the social insurance agency Försäkringskassan.


You are insured when you have an education contract. The insurance is linked to your occupation, such as studies, work or programmes.
